Who needs their own authority
New for-hire carriers
Hauling other people’s freight across state lines for pay takes a USDOT number and MC operating authority.
Owner-operators leaving a lease
Moving from a carrier’s authority to your own means registering under your own company, with your own insurance.
Hotshot and box truck operators
A truck or combination rated 10,001 pounds or more in interstate commerce needs a USDOT number. For-hire work needs authority too.
Hauling only your own goods? You need a USDOT number but not MC authority.
Five filings stand between you and your first load
USDOT number
Your company’s ID with FMCSA. Free, and issued inactive until FMCSA activates it.
MC operating authority
Permission to haul regulated freight for pay across state lines. FMCSA charges $300.
BOC-3
Names a process agent in every state to accept legal papers for you. Required before your authority goes active.
Insurance filing
Your insurance company files proof of coverage (BMC-91X) with FMCSA. At least $750,000 for most freight.
UCR registration
A yearly registration for interstate carriers. 2027 fees start at $55.
How it works
- 1
Order and tell us about your business
A few questions about what you haul and where. We call you within one business day.
- 2
Verify your identity in Motus
FMCSA requires the company official to do this with a photo ID and a phone. It takes about 10 minutes, and we stay on the phone with you.
- 3
Add us as your service provider
One step in Motus gives Evergreen Comply access to complete the application for you.
- 4
Review, sign and you’re filed
You check our entries and sign. We track the filing until FMCSA activates it.
How long it takes
Days 1–3: Application filed
Identity check, application and BOC-3, done together on the phone.
Weeks 1–4: FMCSA review
FMCSA reviews the application and publishes it in the FMCSA Register.
10 days: Protest period
Anyone can object during the 10 days after publication. Almost no one does.
Active
Once your insurance and BOC-3 are on file, FMCSA activates your authority. Most carriers are active in 4 to 7 weeks.
