For pipeline drug and alcohol program administration under Part 199. This is separate from hazardous-material shipping training and pipeline operator qualification.

Run the employer side of your PHMSA Pipeline testing program

Pipeline drug and alcohol program administration training for operator and contractor designated employer representatives. English and Spanish lessons connect Part 40 procedures with Part 199 responsibilities.

Build a practical contact route, respond to testing problems, act on results and protect the records behind employer decisions. Shared DOT procedures lead into agency-specific cases and responsibilities.

Who needs this training—and how often?

Employer staff responsible for drug and alcohol programs covering regulated pipeline operations, maintenance and emergency-response functions, including designated employer representatives, backups and contractor program contacts. Coverage depends on the actual function and the applicable system rules and exclusions.

49 CFR Parts 40 and 199 do not set a fixed renewal interval for this DER administration course. We recommend refresher training when responsibilities, procedures or rules change, or when a program review identifies a gap. That is a practical recommendation, not a federal renewal schedule. Separate required employee education and supervisor training still apply, and employers may set their own refresher policies.

Who is this DER course for?

Employer staff responsible for drug and alcohol programs covering regulated pipeline operations, maintenance and emergency-response functions, including designated employer representatives, backups and contractor program contacts. Coverage depends on the actual function and the applicable system rules and exclusions.

Is DER training the same as reasonable suspicion supervisor training?

No. This course focuses on administering the testing program and making employer decisions. Separate employee, supervisor, collector, breath alcohol technician, medical review officer, and substance abuse professional requirements must be addressed for those roles.

How often must pipeline DER training be renewed?

49 CFR Parts 40 and 199 do not set a fixed renewal interval for this DER administration course. We recommend refresher training when responsibilities, procedures or rules change, or when a program review identifies a gap. That is a practical recommendation, not a federal renewal schedule. Separate required employee education and supervisor training still apply, and employers may set their own refresher policies.

Does federal law require me to buy this PHMSA Pipeline DER course?

No. 49 CFR Parts 40 and 199 do not require purchase of this specific Evergreen Comply course. Employers remain responsible for a compliant drug and alcohol program and for giving their DER the authority needed to make required decisions. Required employee education and supervisor training under Part 199 are separate obligations; this DER course does not replace them. An employer may require this course under its own policy.

Is this a government-approved DER certification?

No. The course provides training and a completion record. It does not appoint you as the employer’s DER, license you, approve the employer’s testing program, or certify that every employer-specific obligation has been met.

Do I need to purchase a book?

The course includes learner references and links to the governing rules. Employers must also use their own policy, provider contacts, forms, and procedures. No separate commercial textbook is part of this course’s required materials.

Is the course available in Spanish?

The course includes English and Spanish lessons, quizzes, and learner reference booklets.

How long does the course take?

Plan about 3 hours including practice questions and the final assessment. Lessons contain approximately 2 hours 15 minutes of English narration or 2 hours 35 minutes of Spanish narration. Your pace and review time may vary.

Is this the same as PHMSA hazmat shipping training?

No. This course addresses pipeline drug and alcohol program responsibilities under 49 CFR Part 199. Hazardous-material shipping training and pipeline operator qualification have separate requirements.

Which regulations does the pipeline DER course cover?

DOT testing procedures under 49 CFR Part 40 and pipeline drug and alcohol program requirements under 49 CFR Part 199, including operator and contractor responsibilities.

Does PHMSA require random alcohol testing?

Part 199 does not establish a random-alcohol testing category. Its random testing requirement is for drugs. Other alcohol testing reasons and any independently authorized employer testing must be evaluated separately.
