Disclosure: Evergreen Comply publishes this guide and sells MVR services. Evergreen uses Checkr for report processing, so those two options are different purchasing workflows, not independent underlying data providers. This is a public-information comparison, not an independent review or hands-on test of competitors. Informational only, not legal advice.

Quick answer
For occasional employer checks on CDL drivers, compare Evergreen Comply's standalone checkout with Checkr's direct screening workflow. For ongoing driver-record alerts, evaluate SambaSafety. For MVRs within a wider compliance relationship, consider Foley or J. J. Keller. Decide first whether you need a report, a commercial-license-history search, continuous monitoring, or managed DQ work. These are not interchangeable purchases.
How we compared MVR services
We reviewed official product pages and available pricing on October 14, 2026, including Evergreen's live public product catalog. We selected five options spanning occasional reports, direct background screening, monitoring, and broader compliance services. This is not every vendor in the market.
The criteria are report scope, employer onboarding, driver authorization, total fees, recurring monitoring, result access, and the work left to your team. “Best for” is our editorial use-case assessment. List numbers are for navigation, not measured rankings. We did not run the same driver through these services, measure turnaround, evaluate report accuracy, or obtain private quotes. A vendor's published capability does not establish universal state availability.

| Service | Best for | Model and main strength | Main limitation | Public pricing checked October 14, 2026 |
|---|---|---|---|---|
| Evergreen Comply | Occasional commercial-driver reports without a criminal-search bundle | One-off employer checkout, with or without CDLIS | CDL holders only; no ongoing monitoring in either purchase | $11.95 MVR or $14.95 MVR + CDLIS, plus state fees; extra records can cost more |
| Checkr | Employers wanting a direct screening account | MVR checks within a broader screening platform | Confirm account eligibility, exact product, and ordering prerequisites | Published MVR $9.50; commercial MVR + CDLIS $14.50; state fees extra |
| SambaSafety | Ongoing driver-risk monitoring | MVR access and continuous monitoring capabilities | Need a proposal for subscription, coverage, and report charges | Dollar price not stated on reviewed product pages |
| Foley | MVRs alongside DQ and compliance services | Reports and monitoring within a broader offering | Report pulls and monitoring are different scopes; verify package | Dollar price not stated on reviewed MVR/pricing pages |
| J. J. Keller | MVR services within a managed compliance relationship | MVR ordering and monitoring available alongside DQ services | Confirm standalone availability and contracted inclusions | Dollar price not stated on reviewed services pages |
These prices are not a cheapest-provider ranking. The Checkr products and Evergreen's commercial-driver products must be matched by scope and eligibility before comparing totals.
1. Evergreen Comply — standalone commercial MVR ordering
Evergreen's MVR checkout offers commercial MVR without CDLIS for $11.95 or commercial MVR + CDLIS for $14.95, each plus the issuing state's fee. Both are employer requests for CDL holders; neither is a personal driving-record lookup or a non-CDL product. The public catalog supplies the current prices and ordering status.
You can purchase without first signing in. The driver receives a private authorization flow, and the buyer signs in to access the completed report. Checkr processes the report. Strength: a focused ordering path without buying a criminal-background package. Limit: no continuous monitoring, PSP report, Clearinghouse query, drug test, or full DQ file is included.
If CDLIS identifies additional licenses, additional MVRs can generate Checkr and state costs. Checkout requests authorization to save the payment method and make one later charge for that order's verified additional costs, without markup; an itemized receipt is provided. The initial price is not an unlimited-record price.
Choose it if you need an occasional commercial report and prefer this purchasing workflow. Check the license-state selector for current availability. For ongoing file administration, managed DQ service is a separate offer.
2. Checkr — a direct screening relationship
Checkr's MVR offering covers driving-record checks and commercial screening options. Its pricing page lists an MVR at $9.50 and a commercial MVR with CDLIS at $14.50, plus applicable state fees. It also describes additional charges for further MVRs identified through CDLIS.
Strength: a direct relationship with a broader screening platform may fit an employer already buying other checks. Limit: verify which report and workflow your account can order, along with onboarding requirements and any package conditions. Do not treat the general MVR price as proof of an identical commercial product.
Choose it if you want to evaluate direct screening-platform access. Evergreen is not a different source of DMV truth: it uses Checkr, with a different customer ordering and support workflow. Compare that workflow and total scope rather than assuming one produces a better record.
3. SambaSafety — continuous driver-risk monitoring
SambaSafety offers MVR services and continuous MVR monitoring, including alerts about driving-record and license-status changes.
Strength: a relevant option when your goal is oversight between periodic report pulls, not just obtaining a record for one hiring decision. Limit: request covered states, alert timing, enrollment requirements, report-trigger costs, and subscription terms. We did not find a dollar price on the reviewed product pages.
Choose it if your fleet will assign someone to review and act on ongoing alerts. Monitoring without an escalation process can create a stream of notifications rather than a useful safety workflow.
4. Foley — MVRs within a compliance package
Foley's MVR offering includes commercial driving-record checks, and its package descriptions distinguish screening and ongoing monitoring features across tiers.
Strength: worth evaluating if you also need DQ-file or other compliance services. Limit: ask whether your proposal includes one-time reports, annual pulls, continuous monitoring, or a combination. Confirm state fees, additional-record costs, minimums, and who reviews exceptions; the reviewed pages do not provide a dollar quote.
Choose it if consolidating services is more useful than purchasing reports in isolation. Do not pay for a broader package solely because you need one MVR.
5. J. J. Keller — MVR support within broader fleet services
Keller's fleet-services lineup includes MVR monitoring, and its DQ service page lists MVR ordering and monitoring as additional services.
Strength: a candidate for fleets already using Keller or seeking an ongoing compliance-service relationship. Limit: request the exact report and monitoring scope, standalone availability, and fees. The reviewed pages do not provide a directly comparable dollar quote.
Choose it if the value is coordinated service rather than the lowest advertised report price. Confirm who handles alerts and annual-review documentation in your contracted package.
Match the purchase to the job

| What you need | What to buy or ask about | What not to assume |
|---|---|---|
| A state driving record | An MVR for the relevant license state | That the employer's state is the right state to select |
| Commercial-license history | A CDLIS search and any resulting state records | That one initial price covers every additional record |
| Changes between periodic checks | A monitoring service with an escalation process | That “continuous” means every event appears instantly |
| Files maintained over time | DQ software or a managed DQ service | That buying an MVR creates a complete driver file |
| A personal copy of your own record | Your state licensing agency's process | That an employer screening checkout is the right consumer service |
An MVR, CDLIS search, and PSP report have different purposes. See MVR vs. CDLIS vs. PSP before selecting a report type. A Clearinghouse query is another separate process; do not assume it is included merely because a product is described as “DOT screening.”
Calculate the complete cost before comparing providers
Use the same license states, driver count, and report scope for every quote:
Total = report charges + state fees + additional-record charges + subscription or enrollment fees + paid add-ons.
For illustration, Evergreen's checkout fee schedule produces these initial totals. These are provider checkout quotes, not prices for a personal record bought directly from a DMV. Verify the live quote before paying.

| License state | State fee in Evergreen's quote | MVR without CDLIS | Initial MVR + CDLIS |
|---|---|---|---|
| California | $2.00 | $13.95 | $16.95 |
| Texas | $6.50 | $18.45 | $21.45 |
For 10 Texas-license drivers, 10 MVR-only purchases would initially total $184.50 under these assumptions. Ten MVR + CDLIS purchases would initially total $214.50, before any additional records. This is arithmetic using the stated prices—not a recommendation about which checks you need.
For monitoring quotes, request a second total covering 12 months: setup, enrollment, recurring fees, any state annual fees, and charges when alerts trigger new reports. Ask what happens to billing when a driver leaves. A per-month monitoring fee and a per-report price cannot be compared without that usage model.
The MVR pricing and state-fee guide explains Evergreen's additional-charge authorization in detail.
The compliance workflow does not end at delivery
For carriers and drivers subject to the rule, 49 CFR 391.25 requires a driving-record inquiry and review at least every 12 months, including a record of the review. Receiving an MVR is not the same as performing and documenting that review.
When obtaining employment consumer reports, plan for the applicable disclosure, authorization, certification, and adverse-action process. The FTC's employer guidance explains these responsibilities. Do not use a flagged result as an automatic rejection or assume a vendor handles every employer obligation. State rules and special circumstances may require additional steps.
A practical handoff has four owners: the person requesting the report, the driver completing authorization, the person reviewing the result, and the person filing the record and any required review. One person may fill multiple roles, but none should be left implicit.
Questions to ask before ordering
- Is this the exact report required for my driver and purpose, and is the license state supported?
- What employer verification and driver authorization must happen first?
- Does the quote include state fees, and what can trigger later charges?
- How are incomplete or disputed records handled, and who provides support?
- Where do I retrieve the report, who can access it, and how do I retain it securely?
- If buying monitoring, what events and jurisdictions are covered, and who acts on an alert?
- Does the purchase include any DQ filing or annual-review work, or only report delivery?
Do not send a driver's license number, date of birth, or other sensitive details through a general sales inquiry. Use the provider's authorized secure workflow.
Frequently asked questions
What is the best MVR service for a small trucking company?
Choose by workflow. Compare Evergreen and Checkr for individual reports, SambaSafety for ongoing monitoring, and Foley or J. J. Keller for MVR services within a broader compliance relationship. Match driver eligibility, report scope, state coverage, and total fees before deciding.
Can I buy an MVR without buying a criminal background check?
Yes. Evergreen offers standalone commercial MVR purchases, with or without CDLIS, for employers checking CDL holders. Driver authorization is still required, and ordering depends on supported license states and current availability.
Does an annual MVR include continuous monitoring?
No. A one-time report is a record obtained at that point in time. Ongoing monitoring is a separate service with its own coverage, alerts, and charges. Ask the provider to define what is included rather than relying on a generic monitoring label.
Why can an MVR with CDLIS cost more after checkout?
A CDLIS search can identify additional licenses that lead to additional MVRs and state fees. Evergreen's checkout separately requests authorization for one later charge for the order's verified additional costs without markup. Review that authorization and the initial quote before paying.
Are MVR results instant?
Not guaranteed. Driver authorization, state availability, and provider review can affect timing. Payment confirmation or a sent invitation does not mean a completed report is ready, and a vendor's fastest advertised time is not a deadline for every order.
