Quick answer

For a small fleet comparing J. J. Keller DQ alternatives, shortlist Evergreen Comply for managed file work with published per-driver pricing, Foley for a broader compliance package, Tenstreet for connected recruiting and safety workflows, and CDL Suite for staff-operated recruiting and DQ software. First identify what you are replacing: Keller's managed service is not the same purchase as its Encompass software.

Start with the right J. J. Keller comparison

J. J. Keller's Driver Qualification File Management Service combines Compliance Advisors with its DataSense platform. Its published scope includes an initial file audit, ongoing file maintenance, document notifications, and audit support. The same page lists MVR ordering and monitoring among additional services. Ask which are included in your proposal.

That is different from buying the Encompass fleet platform. Comparing a software subscription against a managed-service quote without accounting for staff work produces a misleading price comparison.

Do not switch solely because another dashboard costs less. If your current arrangement works, switching should solve a specific problem: unowned follow-ups, a service package you no longer need, duplicate systems, or an unsuitable cost structure. This guide does not establish that Keller is more expensive or that its customers need to leave.

How we selected the alternatives

We reviewed official product pages and available pricing on October 14, 2026. The four alternatives offer DQ management or DQ software with meaningfully different operating models. Our criteria are who performs the work, driver-document collection, ongoing maintenance, adjacent services, price transparency, and migration questions.

“Best for” is our editorial assessment of a use case, not a performance score. List numbers are for navigation, not quality rankings. We did not measure response times, inspect competitors' private accounts, or verify negotiated contracts. No price on a page means not publicly stated on the reviewed page, not “expensive” or “unavailable.” This is a shortlist, not the entire market.

Sources and offer-specific qualifications appear below. None of these headline prices is a like-for-like total-cost quote.

1. Evergreen Comply — managed DQ work for smaller fleets

Evergreen's Driver Qualification Software & Service includes file setup and maintenance, document follow-up, expiration tracking, software access, and audit support. The current public price is $9 per driver per month, with complimentary onboarding, no minimum fleet size, and month-to-month service. The DQ page lists MVRs at $14.95 plus the state fee when ordered, outside the monthly price.

Strength: the offer explicitly includes people doing file work, rather than selling alerts alone. Limit: it is not an ELD, vehicle-maintenance platform, or a promise that your fleet will pass an audit. You still make hiring decisions and complete carrier responsibilities such as the annual review.

Choose it if missing-document follow-up is the work you want to delegate. Ask us to review your existing files and confirm the service scope before moving them. Do not assume the DQ subscription includes continuous MVR monitoring, drug testing, or every adjacent screening service.

2. Foley — consolidating compliance services

Foley's driver-file offering covers creating files, converting paper records, organizing documents, and update alerts. Its package page places DQ files alongside other compliance services; features vary by tier.

Strength: a useful shortlist candidate when you want more than DQ management from one vendor. Limit: a broad package can obscure exactly which activities your staff still owns. Ask for a line-item scope, screening allowances, monitoring fees, and the total for your driver count. A dollar price was not stated on the pricing page reviewed.

Choose it if consolidating compliance vendors matters more than buying the narrowest DQ-only service.

3. Tenstreet — recruiting-to-safety continuity

Tenstreet Safety Management connects digital DQ files with recruiting, onboarding, driver communication, and safety information. That makes it relevant when handoffs between hiring and ongoing driver management are the problem.

Strength: connected workflows rather than another isolated document repository. Limit: verify the modules and implementation your proposal includes; software automation does not by itself establish a managed-service commitment. The reviewed page directs buyers to a conversation rather than publishing a dollar price.

Choose it if recruiting and safety teams need to work from the same driver information. Request a demonstration using a new hire and an existing driver's renewal, not only a recruiting presentation.

4. CDL Suite — software for an internal compliance owner

CDL Suite's DQ tools organize driver files and support digital forms and document review. Its pricing page publishes a $199.95/month starting price, but says DQ Files can be added to plan levels. That is not a verified all-in DQ price.

Strength: a candidate for carriers that want recruiting and document tools while keeping work in-house. Limit: confirm the DQ add-on, screening charges, and purchased support. Do not budget the starting platform price as if every service were included.

Choose it if you have someone responsible for closing exceptions and want software to support that person, rather than outsourcing the role.

Compare the work, not just the subscription

Send each provider this worksheet. Require a named owner and written scope, not simply “yes, supported.”

WorkflowWhat to ask the provider to demonstrate
Existing-file migrationImport one representative file; show original records, dates, and unresolved gaps
Missing documentIdentify it, contact the driver, record follow-up, and show what remains open
Replacement documentReview an incomplete replacement without prematurely closing the task
Annual MVR and reviewShow who orders, pays, reviews, records the review, and tracks the next due date
Audit requestExport a file and its relevant history in a format you can open without the vendor
Driver leavesExplain access, retention, billing removal, and eventual deletion
Service cancellationProvide export scope, timing, costs, and the last date your old account remains accessible

For operations subject to Part 391, the annual inquiry and review are distinct tasks under 49 CFR 391.25. A report purchase is not evidence that someone completed the review. Build that distinction into your service agreement.

A switching plan that avoids record gaps

  1. Inventory before cancellation. Count active and former drivers, open requests, upcoming renewals, and records stored outside your current platform.
  2. Confirm export access in writing. Ask about documents, dates, review notes, signatures, and history. Do not assume a PDF export contains every field or audit event.
  3. Agree on task ownership. Decide who handles requests already in progress and who pays for reports ordered during the transition.
  4. Pilot a few representative files. Include a clean file, one with a missing document, and one with a renewal due soon. Use authorized access and secure transfer—not ordinary email attachments containing sensitive records.
  5. Reconcile, then cut over. Match driver counts and required records, verify open work, and test access before retiring the old system.
  6. Preserve retained records. Cancellation does not erase recordkeeping obligations. 49 CFR 391.51 has a general employment-plus-three-years rule and separate provisions for certain records. Confirm applicable requirements before deleting anything.

A short overlap may cost less than reconstructing lost records. That is a transition-planning judgment, not a claim about any vendor's migration performance.

When staying with J. J. Keller may be the better decision

Stay if its managed-service scope, advisor relationship, and broader services fit your operation and your files are accessible. Ask for a scope clarification before assuming you need a replacement. Conversely, if you only need individual reports, a new DQ subscription may be unnecessary: compare MVR report services instead.

If you already use Motive, also check the qualification features in your current subscription before buying duplicate tracking tools. Our DQ software buyer's guide includes that evaluation and a reusable demo script.

Frequently asked questions

What is the best J. J. Keller alternative for a small fleet?

There is no universal winner. Compare Evergreen Comply for managed file work with published per-driver pricing, Foley for a broader compliance package, Tenstreet for recruiting-to-safety workflows, and CDL Suite for internally operated software. Your shortlist should follow the work you need done, not a brand ranking.

Is Evergreen Comply cheaper than J. J. Keller?

Evergreen publishes $9 per driver per month for its DQ software and managed service, with MVRs billed separately. We did not find a directly comparable public Keller DQ quote, so we cannot establish which costs less for your fleet. Compare written quotes with the same work and report volumes.

Do I need to replace my ELD to change DQ providers?

Not necessarily. A DQ-file service and an ELD solve different problems. Confirm any integrations, shared records, and contract dependencies before changing either system; do not assume changing one requires changing the other.

Can I cancel the old provider as soon as my files are uploaded?

Uploading alone is not verification. First reconcile drivers, records, dates, open tasks, and exports; confirm responsibility for renewals during the transition. Then follow the old contract's cancellation terms and preserve records subject to retention requirements.

Next step: price the work you actually want to hand off
